The Greenbrier Costco plan: what is approved, and what comes next

Permit approved with conditions

Chesapeake City Council approved the conditional use permit for a fuel station and vehicle service center associated with the proposed Greenbrier Costco on June 16, 2026. That approval does not establish a store opening date.

What is confirmed

The official meeting minutes record approval of PLN-USE-2025-048 with stipulations, with all nine council members voting yes. The permit covers the fuel and vehicle service uses associated with a proposed Costco at 1401 Greenbrier Parkway and 1712 Ring Road.

The city's project packet describes replacing the former Sears building, a tire repair center within the warehouse, and fuel pumps northeast of the store. The approved conditions require substantial conformance with the development plan and building and canopy designs.
